    Joseph Cirincione, chief author of a book published by the Carnegie Endowment for International Peace on nuclear proliferation and the director of the Endowment's nonproliferation project, "said at least eight countries have nuclear weapons -- the United States, Russia, Britain, France, China, Israel, India and Pakistan -- and three more are apparently seeking them -- Iraq, Iran and North Korea.
